Key takeaways
The short version- Westminster charges per 5-metre space, by zone and by length: £51 for day one in zones A, C, D and £55 in zones B, E, F, G, with no separate admin fee.
- Book at least 10 working days ahead. Book within 10 calendar days and a £20 short notice fee is added, and the council may still refuse it.
- A removal van can load on Westminster's yellow lines for as long as necessary between 8.30am and 11am, but only 20 minutes at a time from 11am to 6.30pm, and 20 minutes in a bay during controlled hours. A whole-flat move needs more.
- For our worked example, a 1-bedroom second-floor flat from Pimlico to Maida Vale, two spaces at each end add £212 to a £615.40 move. You pay the council directly.
- Mayfair, St James's, Soho, Covent Garden and most of Marylebone are inside the Congestion Charge zone; Pimlico, Belgravia, Bayswater, Maida Vale and St John's Wood are not.

Westminster is one of the hardest places in London to park a removal van. Much of it is controlled parking, a large share of its streets are designated traffic sensitive, and resident bays in parts of the borough are controlled around the clock. At the same time, Westminster runs one of the clearest suspension systems in London: a self-serve website with a live map, a fixed fee for each space, and rules for refunds written down in full.
This guide covers Westminster City Council only. It sets out what a suspension costs in each of Westminster's seven parking zones, works through a real-world flat move from Pimlico, and explains the rules that catch people out: the short notice fee, the refund deadline, the "return to service" sticker and the loading time limits. For how suspensions work across the rest of London, see our London parking suspension guide.
Does Westminster allow a suspension for a house move?#
Yes. Westminster's parking bay suspensions page lists "a removal van for a house or office move" first among the reasons it will suspend a bay, ahead of skips, building works, weddings and funerals. Its terms and conditions say the same thing in different words: a suspended bay is for use where access to a particular place is critical, and a removal vehicle for a residential move is one of the examples given.
That matters, because the other permission Westminster offers is narrower. A yellow line dispensation lets a vehicle stay on a single yellow line, and in special cases a double yellow line, but Westminster's eligibility list does not name removals. We read the page again on 5 November 2026 (it was last updated on 29 April 2026). It covers vehicles too big for a normal bay, a list of trades such as glazing, roofing and asbestos removal, weddings, funerals, charity events and skips. For a house move in Westminster, the suspension is the permission that clearly fits. Our guide to suspensions and dispensations compares the two across London.
One more thing a suspension does not need: a separate licence. Westminster's terms list the activities that need a licence on top of a suspension, such as skips, scaffolding and filming. A removal van is not one of them.
Which Westminster parking zone is your street in?#
Westminster's suspension fee depends on the zone, and so do its parking hours. The council publishes seven zones, A to G, on its parking zones and prices page. Zone H no longer exists because of the Victoria Station works. Each zone is split into sub-zones (A1, A2 and so on), and the sub-zone decides the hours on the signs. For the suspension fee, only the letter matters.
| Zone | Areas (Westminster's names) | Day 1, per space | Days 2 to 5, per space a day | Inside the Congestion Charge zone? |
|---|---|---|---|---|
| A | Knightsbridge, Belgravia and Pimlico | £51 | £55 | No |
| B | Bayswater and Maida Vale (South) | £55 | £59 | No |
| C | Harrow Road, Queen's Park and Maida Vale (North) | £51 | £55 | No |
| D | Victoria, Westminster and Millbank | £51 | £55 | Mostly (Victoria station itself is just outside) |
| E | Mayfair and St James's | £55 | £59 | Yes |
| F | Hyde Park, Marylebone and Fitzrovia | £55 | £59 | Partly (Marylebone south of Marylebone Road and Fitzrovia are inside) |
| G | Soho, West End and Covent Garden | £55 | £59 | Yes |
The Congestion Charge column comes from the zone map that TfL links on its "where and when" page. The boundary cuts through zones D and F, so for an address near Marylebone Road, Edgware Road, Park Lane or Vauxhall Bridge Road, use TfL's postcode checker on the same page rather than the zone letter.
If you are not sure of your zone, the resident bay sign outside the property shows the parent zone letter. Westminster's own tariff sheet notes that resident bay signs display the parent zone only, not the sub-zone.
What a Westminster suspension costs, by zone and length#
Westminster does not charge an application or admin fee on top. It charges for each space, for each day, and the daily rate rises the longer the suspension runs. Where bays are not marked out, a space counts as 5 metres of kerb. These are the council's figures for general suspensions, read on 5 November 2026:
- Day 1: £51 per space in zones A, C, D, £55 in zones B, E, F, G
- Days 2 to 5: £55 or £59 per space a day
- Days 6 to 42: £84 or £90 per space a day
- Day 43 onwards: £112 or £121 per space a day
Almost every house move uses only the first two rows. The table below works the fee out for the bookings a move actually needs: one to three spaces, for one to three days. The last column adds the short notice fee to the higher-priced zones, to show what booking late costs.
| Booking | Zones A, C, D | Zones B, E, F, G | Same booking made within 10 calendar days (zones B, E, F, G) |
|---|---|---|---|
| 1 space (5 m), 1 day | £51 | £55 | £75 |
| 2 spaces (10 m), 1 day | £102 | £110 | £130 |
| 3 spaces (15 m), 1 day | £153 | £165 | £185 |
| 2 spaces (10 m), 2 days | £212 | £228 | £248 |
| 3 spaces (15 m), 2 days | £318 | £342 | £362 |
| 2 spaces (10 m), 3 days | £322 | £346 | £366 |
Three things follow from the table. First, the zone matters less than the number of spaces: moving from zone A to zone E adds £4 per space, while each extra space adds a whole day's fee. Second, a two-day booking costs a little more than twice a one-day booking, because the second day is on the higher tier. Third, the short notice fee is a flat £20, so it is a small share of a bigger booking but a large share of a single space for a day.
One rule matters if you book a packing day and a moving day separately. Westminster says there must be one clear week between the dates for a second application to count as a new one. So two bookings a few days apart may not each start again at the day 1 rate. If you need a gap between the packing day and the move, ask the suspensions team how it will be charged before you book.

How to book on Westminster's self-serve system#
Westminster takes suspensions through its online booking system. The council says the system lets you check whether a bay is free to suspend on an interactive map, book and pay by card, make several bookings in one go, and amend or cancel later. You can also email a paper application form, which is the only route for a bay on housing estate land, because the online system cannot book those.
Before you book, look at the council's map of suspended parking bays. It shows current and upcoming suspensions on your street for the dates you choose, and you can sign up for email alerts on particular bays. If a builder two doors down has already suspended the bays for the same week, you find out before you pay, not on the morning of the move.
Booking a Westminster suspension for a move
At least 10 working days before
Book on the self-serve system. Add a day for each bank holiday in the period, and two days over Easter and Christmas.
When you book
Choose the bays on the map, as close to the door as you can. Pay by card. Avoid disabled, doctor, car club and charging bays.
3 days before at the latest
Payment must have reached the council, or the suspension may be cancelled.
Before the yellow signs go up
Change dates or bays free of charge on the system if plans move.
3.30pm the day before
The deadline to tell the council you no longer need a day or a bay, if you want a refund.
Moving day
Check the bays are clear. Call the council straight away if a car is parked in them.
When the van leaves
Put the "return to service" sticker across the sign if you finish early.
The timeline assumes the council's standard notice. Its terms say Westminster asks for 10 working days so residents and businesses get as much warning as possible, and extends that by a day where a bank holiday falls in the period, or two days over Easter and Christmas. That is about two calendar weeks in an ordinary fortnight and closer to three over Christmas. If you are still choosing a moving date, how far ahead to book movers in London explains how the parking fits the rest of the plan.
What the £20 short notice fee is, and when it applies#
This is the rule people most often misread. Westminster asks for 10 working days' notice. But the fee rule uses calendar days: an application received within 10 calendar days of the start date is charged a £20 short notice administration fee, if the suspension is granted. It is added on top of the normal space charges. It is not a cheaper rate, and it is not charged per space.
Because one rule counts working days and the other counts calendar days, there is a gap. Ten working days is normally fourteen calendar days. So an application made, say, twelve calendar days ahead is inside the council's requested notice period but outside the fee window: no fee, though the council has less time than it asked for.
The fee is the smaller problem with booking late. Westminster's terms say every short notice suspension is reviewed and may be cancelled, refused or withdrawn before the start date if the council thinks it inappropriate, and that you will be told by phone or email on the next working day. A late booking is a request, not a guarantee. Emergency suspensions exist, but the examples the council gives are gas and water leaks, road collapses, utilities and police requests, not house moves.
If your moving date is set at short notice, book the suspension the same day you book the van. Then plan a fallback for the morning, which the loading rules below help with.
Westminster's loading rules: what a van can do without a suspension#
Westminster publishes its own loading and unloading limits, and they explain why most whole-home moves in the borough need a suspension. Loading is allowed on single and double yellow lines (except where a loading ban is shown), in pay to park bays, in resident bays and in loading bays, as long as loading is continuous and visible. The time you get depends on the clock:
| Where the van stops | 8.30am to 11am | 11am to 6.30pm | 6.30pm to 8.30am |
|---|---|---|---|
| Single yellow line | As long as necessary | 20 minutes (20 to 40 minutes for vehicles over 3.5 tonnes) | Unlimited |
| Double yellow line | As long as necessary | 20 minutes (20 to 40 minutes for vehicles over 3.5 tonnes) | As long as necessary |
| Pay to park or resident bay | 20 minutes during controlled hours | 20 minutes during controlled hours | Unlimited outside controlled hours |
The useful part is the morning. A van loading continuously on a yellow line before 11am can stay as long as necessary, so a small job that starts at 8.30am and is loaded by 11am may not need a suspension at all. The rest of the day is the problem. Twenty minutes is enough to unload a few boxes, not to carry a flat down two flights of stairs. Our 1-bedroom estimate allows 2 hours for loading alone.
Vehicles over 3.5 tonnes laden count as HGVs in these rules. Our 5.5 and 7.5 tonne lorries, the usual vehicles for two- and three-bedroom homes, fall into that group, which gives them 20 to 40 minutes after 11am rather than 20.
There are also places a van can never load: where a loading ban is in place, on zig-zags, in specialist bays such as diplomatic, doctors' or disabled bays, and in bays someone else has suspended. And Westminster has designated 854 streets, about 43% of the streets it enforces, as traffic sensitive. On those streets marshals watch more closely and allow less time to show that loading is going on. If your street is on that list, assume the 20 minutes will be enforced to the minute.
Our controlled parking zone guide explains how to read the signs and bays in any London CPZ. The point for Westminster is simpler: before 11am the yellow lines work, after 11am they do not, and a move that runs past late morning needs bays held for it.
A worked example: moving a Pimlico flat#
Here is a typical Westminster job priced from our rate card. A 1-bedroom flat on the second floor of a Pimlico mansion block with no lift, in zone A, moving about 3 miles to a ground-floor flat in Maida Vale (South), in zone B, on a weekday. We assume two 5-metre spaces at each end: one for the van and one for the room behind it to open the doors and work. The vehicle for your own move, and so the number of spaces, is confirmed in your quote.
| Line | Amount | Paid to |
|---|---|---|
| Luton Box Van, 2 movers, 4 hr 30 min at £100 an hour | £450 | AFS |
| Mileage, 3 miles | £5.40 | AFS |
| Stairs: second floor, 4 flights, 2 people, 2 hours of loading | £160 | AFS |
| Move total | £615.40 | AFS |
| Suspension in Pimlico, zone A, 2 spaces for 1 day | £102 | Westminster City Council |
| Suspension in Maida Vale, zone B, 2 spaces for 1 day | £110 | Westminster City Council |
| Congestion Charge | Not applicable: neither address is inside the zone | — |
| Total for the day | £827.40 |
The suspensions add £212, about 34% on top of the move. Both are Westminster bookings, so they are made on the same system and can be paid in one transaction. The stair charge is £10 per person, per flight, per hour, for the loading hours at the Pimlico end; the ground floor in Maida Vale adds nothing. Our stairs charge guide explains the rule.
Change one thing and the picture changes. If the same flat moved to Marylebone, south of Marylebone Road, the delivery address would be in zone F at £55 per space and inside the Congestion Charge zone. Two spaces there cost £110, and the TfL Congestion Charge of £18 for the day would appear as its own line on our quote, because we pass it on whenever either address is inside the zone during charging hours. That version of the day comes to £845.40. ULEZ adds nothing either way: our vans meet the standard.
What if you skip the suspensions and move on a Sunday? Westminster's single yellow lines and pay to park bays are uncontrolled on Sundays, and some resident bays are too, so the van may find space without a booking. But nothing is held for you, and our Sunday rate adds 20% to the hourly rate, which on this move is £90 against £212 of suspensions. It is a closer call than it looks, and it depends on the street. Tell us the road and we will say which we would choose.
Refunds, early finishes and the "return to service" sticker#
Westminster's refund rules are set out in its suspension terms, and they turn on one event: whether the yellow suspension sign has been put up.
- Cancel before the sign goes up: a full refund.
- Cancel after the sign is up: the council keeps £20 per space.
- Change the dates or the bays before the sign goes up: free. After, a non-refundable £20 fee.
- Finish early: you can get the full unused days back, minus £20 per space, if you tell the council by 3.30pm the day before the bay is not needed.
A worked case: you book 2 spaces in zone E for two days, for a packing day and a moving day, and then the packing is done ahead and the move fits into the first day. Tell the council by 3.30pm on day one and the second day's £118 comes back less £40 in admin fees: £78. Miss the 3.30pm deadline and the day is spent.
The "return to service" sticker is a separate thing. Westminster asks anyone who no longer needs a suspension for a domestic move to put the sticker across the front of the sign, so the space can be used again as soon as the van leaves. The council describes it as a way to free the space. It does not say that the sticker on its own brings a refund, so if you want money back, use the online system or email by the deadline as well.
What happens if a car is parked in your bays#
A suspension does not guarantee an empty kerb, and Westminster says so plainly. The yellow signs go up in advance to warn drivers, but if a car is parked in the bays when you arrive, the steps are:
- Call Westminster Parking Services on 020 7823 4567, option 4, with the registration, make and model of the car and the street name.
- If the signs are in place, an officer will attend, and the council may send a relocation vehicle to move the car.
- While you wait, the council asks you to park as safely as you can in a pay to park bay or on a single yellow line.
- If the council cannot relocate the car within four hours of your call, it will either rebook the suspension free of charge or refund it in full.
Note the hours. The council says its relocation vehicles are generally available Monday to Saturday, 8.30am to 2pm, and it cannot promise a time. A Sunday or late-afternoon move cannot count on a car being moved. This is one more reason to book the bays from early morning and to have the crew arrive at the start of the slot.
On our side, waiting time is charged only when the job runs over because of it, at the waiting rate in your quote. Tell us at once if the bays are blocked; the crew can often start loading from the nearest legal spot under the yellow line rules while the council deals with the car.

Bays you should not suspend, and other Westminster rules#
- Dedicated bays. Westminster asks applicants to avoid disabled, doctor, diplomatic, car club and electric vehicle charging bays. If one has to be suspended, a like-for-like alternative space must also be suspended and paid for, which doubles the cost of that space. Some applications to suspend these bays are refused.
- Housing estates. Bays on Westminster housing estate land cannot be booked online. Use the paper form, and allow for post.
- Resident bays in force all day. Westminster's hours of control show some resident bays controlled 24 hours a day, every day, including bank holidays. A sign reading "Resident permit holders only" with no times means exactly that. A van cannot wait in one outside its 20-minute loading allowance without a suspension.
- No visitor permits. Westminster does not run a visitor permit scheme for on-street parking, so a friend's permit is no workaround.
- The council can withdraw a suspension. For a major event, incident or emergency, Westminster can cancel a suspension without notice and refund what was paid. Central Westminster hosts many events, so check the council's news if your date clashes with a large one.
Moving on a weekend or bank holiday in Westminster#
Westminster's controlled hours for pay to park bays and single yellow lines run from 08:30 to 18:30. In some sub-zones that is Monday to Friday; in others, including all of zones E, F and G, it is Monday to Saturday. On Sundays the single yellow lines and pay to park bays are uncontrolled. On most bank holidays, according to the council's bank holiday page, paid bays and single yellow lines are free and resident bays run Sunday controls. Double yellow lines are controlled at all times.
The Congestion Charge has its own calendar: 07:00 to 18:00 on weekdays and 12:00 to 18:00 at weekends and on bank holidays, with no charge at all from Christmas Day to the New Year's Day bank holiday, according to TfL. So a Saturday move that finishes in Mayfair before noon falls outside the charging hours.
Weighed against this is our own surcharge: Sundays and bank holidays add 20% to the hourly rate and evenings 15%. Saturdays carry none. In Westminster, a Saturday in a Monday-to-Friday sub-zone, or an early weekday start that uses the yellow lines until 11am, is often the cheapest combination.
What Westminster moves we have done#
Our booking records include one job inside Westminster. It is listed here as it was booked, under our earlier pricing (a price for a time slot), so read it for the kind of job, not as today's rate.
| Month | From → to | What moved | Van and crew | Extras | Booked then |
|---|---|---|---|---|---|
| June 2026 | Soho → Soho | Furniture collected, stored overnight and delivered back | Luton box van, 2 movers | Dismantling and reassembly of beds; Overnight storage | £500 |
It shows a pattern that suits central Westminster: no distance to speak of, but a Luton van needing kerb space on a central street twice, once to collect and once to deliver, with beds taken apart and put back together. The overnight storage was arranged through our storage partner. For your own move, the written quote uses today's rate card.
If you are moving within the borough, our local pages for Westminster, Mayfair, Marylebone, St John's Wood, Belgravia and Knightsbridge cover local moves, and 6 of them carry a short Westminster council note, checked on 3 November 2026. Belgravia and Knightsbridge straddle the boundary with Kensington and Chelsea, so their pages show both councils' rules. Check which council owns your street before you book.
What to send us once the suspension is booked#
Our quotation terms say a parking suspension is not part of the move unless agreed in writing: you apply and pay the council, and we plan the vehicle and crew around the bays. Once Westminster confirms the booking, send us:
- The suspension reference and the dates and times it covers
- The street and which bays: outside which number, which side of the road
- The zone letter from the sign, so we know the loading hours around it
- Whether the property is on a housing estate or has a concierge with its own rules
- The same details for the other address, if it is in Westminster too
We use this to choose the vehicle that fits the bays, set the arrival time to the start of the suspension, and plan the carry from van to door. If the suspension is refused or withdrawn, tell us at once and we will plan the day around the loading rules instead.
Every move with us, wherever the van parks, includes:
- Goods in Transit cover. Included on every move, not sold as an add-on.
- Public Liability cover. In place on every job, at home or at work.
- Our own crew. Every mover is employed by AFS. We never pass your move to a subcontractor.
- One named coordinator. Your single point of contact, from the quote to the last box.
