Key takeaways

The short version
  • Islington lets a clearly branded removal or hire vehicle park free on a single yellow line or in a resident bay for as long as the job needs, if loading is continuous and no other loading restriction applies. An unbranded van gets the same only until 11am, then 40 minutes at a time.
  • Breaks end the free rule. If the van will stand while the crew waits for keys or a lift, Islington says to buy a permission to park (£33.30 a day, plus a fuel surcharge) and use a bay. To guarantee a space, suspend one: £164.80 for day one, for as many spaces as you need, with 14 days' notice.
  • Islington is a borough of flats and of people without cars: 84% of homes are flats and 66.9% of households have no car or van, the highest of any London borough. Every home built or converted since 2013 is car free, and the council's list held 17,092 addresses in June 2026.
  • Council tax for 2026/27 runs from £1,405.25 (Band A) to £4,215.74 (Band H), £2,107.87 at Band D. Register the new address up to a month before or after the move.
  • On our rate card, a 1-bedroom flat moved 2 miles within Islington is about £453.60 from the ground floor, and a 2-bedroom flat about £1,044. Stairs, dismantling and packing are separate lines.

Islington is a dense, inner-London borough of flats: council estates and blocks, converted terraces, flats above the shops on Upper Street, Essex Road and Caledonian Road, and new-build developments. Most of its households do not own a car. That shapes a move here more than distance does, because the questions on moving day are about the kerb, the stairs and the building, not the motorway.

Islington also has one of the friendliest parking rules in London for a home move. Its own page says you can park outside your home when you are moving "free of charge". This guide works out exactly what that covers and what it does not, then sets out the rest of what is particular to Islington: car-free homes, estates, the Bunhill low-emission streets, council tax, bins and bulky items, and what a move here costs on our published rate card, with the Islington jobs we have booked before.

What kind of homes does Islington have?#

Islington had 96,496 households at the 2021 Census, and 84% of its homes are flats, maisonettes or apartments, against about 54% across the 32 London boroughs in our data, weighted by households. That is the 4th highest share; only Westminster, Tower Hamlets and Camden have more. Houses of any kind are 17% of homes, and 1% are detached.

The table compares Islington with the three boroughs it shares most of its border with. The car figures come from Census table TS045, the rest from the Census housing tables and the ONS rent series.

Three things stand out. 40.2% of Islington households rent from the council or a housing association, the 2nd highest share in London, just behind Hackney. Only 26.7% own their home, and 31.2% rent privately. And average private rent was £2,884 a month in September 2026, the 3rd highest of the 32 boroughs, from £2,189 for one bedroom to £2,712 for two. The average house price was £654,000 in August 2026 (provisional), 7th highest, with flats at £543,000.

Homes are small and people move often. 70.3% of households have one or two bedrooms. At the Census, 34,129 residents, about 15.8% of the population, had moved in from another UK address in the year before, the 4th highest share among London boroughs. In practice that means a lot of flat-to-flat moves over short distances, many from or into a building with shared stairs, a lift or an estate car park.

Why so few Islington households have a car, and why it matters#

At the 2021 Census, 64,536 of Islington's 96,496 households, 66.9%, had no car or van. That is the highest share of any London borough; only the City of London, at 77.2%, is higher. Across London the figure is 42.1%, and across England 23.5%. Just 31,960 Islington households had a car or van at all.

For a move, that has two consequences. Without a car there is no quick run for extra boxes, the tip or the storage unit, so everything has to be planned into the booked van. Our guide to moving house in London without a car covers that in full. And because the borough expects most residents not to drive, it is strict about who can park at all, which brings in the car-free policy.

Car-free homes

Islington's car-free policy says every residential development since 2013 is automatically car free. Occupiers of those homes cannot get a resident parking permit, and there is no parking or waiting except for essential drop-off and wheelchair-accessible parking. It covers conversions and subdivisions too: if a single house is split into two or more flats, the new flats are car free even if the house was built long before 2013. Blue Badge holders are exempt.

The council publishes a list of every car-free address, updated monthly, linked from its permit eligibility page. We downloaded the version dated 19 June 2026 and counted it. It held 17,092 addresses, a number equal to about 18% of the households Islington had in 2021, although the list counts addresses, not households. 12,443 of them, 72.8%, are in just three postcode districts.

If you have a car, search the list for the exact flat before you sign a tenancy or exchange contracts. The same eligibility page also rules out a permit for a vehicle longer than 5 metres or taller than 2.5 metres. Car free applies to your own car; it does not stop a removal van loading on the street outside, under the rules below.

AFS Removals movers carrying boxes from the van
Many Islington moves are flat moves over a short distance. The kerb outside the door and the stairs inside decide the day, so tell us both before the quote.

"Most domestic removals can park free": what Islington actually allows#

Islington's parking to move home page is short, and each condition in it matters. Read together with its loading and unloading page, the rules for a home move on the public road are these.

  • A branded vehicle can stay as long as needed. The council calls these liveried vehicles: they "must clearly show the company branding and logo", and they can be a removal company's or a hire company's. They can park for as long as you need on a single yellow line or in a resident bay, as long as loading is continuous and there is no other loading restriction
  • An unbranded vehicle has a deadline. The same rules apply from midnight on the moving day until 11am. After 11am it can park for up to 40 minutes at a time
  • The free rule names two kerbs only. A single yellow line or a resident bay. Islington's general loading rule allows up to 40 minutes on double and single yellow lines with no loading restriction, and in resident, shared-use and short-stay bays, so a double yellow line is a 40-minute stop, not an all-day one
  • Continuous means continuous. A loading vehicle left alone gets a ticket quickly: after 5 minutes for a vehicle up to 3.5 tonnes and 10 minutes for a heavier one, and at once for a personal car
  • Some kerbs are never free. No loading in bus lanes, or on yellow lines with loading restrictions, which show as yellow marks on the kerb and a black and white time plate. If a plate gives no days, it applies every day, Sundays and bank holidays included
  • The free rule does not reserve anything. It lets the van park in a space that is empty when it arrives. It does not clear one

So "free" is true for a lot of moves, but not automatically. Ask whoever is moving you whether their vehicle is branded, because the answer decides whether the 11am limit applies. Our vans carry no company livery, so on an AFS move the 11am limit applies: if the job will run past 11am at an Islington address, book a suspension or a permission to park for it, and we plan the start time around it. Then look at the street outside each address: whether the nearest kerb is a single yellow, a resident bay, a pay-by-phone bay, a double yellow or a red route, and whether the bays are usually full at the time you plan to arrive. Islington's parking map shows the bay types near any address.

Can an unbranded van finish an Islington move by 11am?#

The 11am limit is easy to underestimate, so we timed it against our own rate card. The table uses the loading and unloading hours our quote form uses for each home, and the driving time for a 2-mile move inside the borough. The first "start by" column is the latest time loading could begin and still finish by 11am. The second is the latest start for a move where both addresses are in Islington and the van has to be done at both ends by then.

HomeLoading (our rate card)Start loading byLoading, 2-mile drive and unloadingStart by, to finish both ends by 11am

2-bedroom flat3 hours8am6 hr 15 min4:45am
3-bedroom home4 hours7am8 hr 15 min2:45am

A studio can just about work: loading from 10am finishes by 11am. A 1-bedroom flat that has to be unloaded in Islington too takes about 4 hr 15 min, so it would have to start by 6:45am. Anything bigger would need a start in the small hours. For most Islington-to-Islington moves in an unbranded vehicle, the realistic choices are a permission to park in a bay at the second address or a suspension.

If only the collection is in Islington, the deadline matters at one end, and an early start can fit a 1-bedroom flat or a 2-bedroom flat. The other borough's rules then apply at the delivery: our parking suspension finder compares every London council, and parking suspension or dispensation explains the choice between them.

When to pay for a permission to park or a suspension#

There are three reasons to pay for parking in Islington even though the move itself is allowed free: the vehicle will stand without loading for a while, it is unbranded and the job runs past 11am, or the street is so busy that you need a space held for you.

Permission to park, for a move with breaks

Islington says that if you expect breaks in loading, you should buy a permission to park and park in a bay, not on a yellow line. It is sold as the tradesperson's permit, linked to the vehicle's number plate, and gives all-day parking in resident and resident shared-use bays, business bays and short-stay paid bays. It is bought on RingGo, and it cannot be refunded.

  • The price. £33.30 a day, or £132.40 a week
  • The fuel surcharge. £10.75 a day for a diesel vehicle, making £44.05, or £5.65 for petrol and petrol hybrid, making £38.95
  • What it does not do. It does not reserve a space or cover a yellow line. It lets the vehicle stay in a bay if there is one free

A suspension, for a guaranteed space

A parking bay suspension takes spaces out of use for everyone except the vehicles named on the application. Islington charges residents a flat first-day fee for as many spaces as they need, so the second space is free on day one. A space is 5 metres, and a Luton box van is longer than that; what fits in a Luton van gives typical dimensions. From day two, each space is charged, and the council's terms say days two onwards exclude Sundays and bank holidays.

Spaces (5 m each)1 day2 days3 days
1£164.80£227.05£294.55
2£164.80£289.30£424.30
3£164.80£351.55£554.05

These are the other rules from the council's terms and conditions, read on 5 November 2026:

  • Notice. At least 14 days, or 10 for pay-by-phone bays. Short notice can be asked for with an extra £100 admin fee, at the reviewing officer's discretion, and may be refused
  • What it can cover. Bays on the public road only. Islington cannot suspend yellow lines, zebra crossings or keep clear areas, and is not responsible for red routes or private roads
  • Which bays you get. The area you ask for "or an equivalent nearby area". Warning notices go up where possible 10 days before
  • Which vehicles may use it. Only vehicles listed on the application. Any other vehicle waiting there gets a penalty charge notice and is moved. If you apply yourself, ask us for the van's registration before you submit
  • When it is enforced. Normally in line with the zone's controlled hours, unless the application asks for 24-hour enforcement and the team approves it. If you are loading outside zone hours, ask for 24 hours
  • If a car is in the bay. Phone the enforcement contractor on 0207 527 7624; the council says it responds subject to available resources. There is no refund for a correctly signed suspension that is later blocked
  • Changes. Extensions must be asked for and paid at least 4 working days before the suspension ends. Dates cannot be brought forward. Cancellations and date changes go by email, and the first-day fee may not be refunded

Under our quotation terms, you apply for and pay for any suspension or permit, and we plan the vehicle and crew around it. For the general method across London, see parking suspensions for moving day.

Moving to or from an Islington estate#

With 40.2% of households in social housing, many Islington moves start or end on a council estate, and estates are the one place the free street rule does not reach. Islington's moving page says that for a move to or from an estate you should contact Housing Services about a temporary estate parking permit, and that the standard rules for branded and unbranded vehicles do not apply.

  • The permit. Housing Services issues temporary estate permits for up to one day, for things that may need a vehicle left unattended on the estate, including deliveries of bulky or heavy items. A resident or the driver can ask for it, through the local area housing office
  • Enforcement. Islington is bringing estates under traffic management orders, which let civil enforcement officers patrol and issue penalty charge notices. Visitor bays on those estates are re-marked "SU" for shared use, and on the busiest estates those bays are kept for council and contractor vehicles only
  • Planned heavy deliveries. The council's estate page says these need a temporary permit requested in advance, by email to the Homes and Communities team
  • The building. Ask the caretaker whether the lift can be reserved, check its size against the largest items, and find out which entrance is nearest to where the van can stand

Do this early: the permit comes from a housing office, not the online parking system, and nothing on the council's pages says how long it takes. Tell us the estate and block name when you ask for a quote. If the block is a high-rise, our guide to moving in a tower block or new build explains lift reservations, fire doors and what managing agents usually ask for.

Zone hours, bus lanes and the Bunhill low-emission streets#

Islington is divided into lettered controlled parking zones, each with its own hours, from short weekday windows to round-the-clock control, with extra controls in several zones on Emirates Stadium match and event days. Our controlled parking zone guide has Islington's full zone table, read from the council on 5 November 2026, and explains bays, bank holidays and the postcode finder, so we do not repeat it here. Two points matter for a move: a suspension is normally enforced only in zone hours unless you ask otherwise, and some bus lanes are in force from 7am.

One more Islington rule catches out early starts in the south of the borough. With Hackney, Islington runs ultra low emission streets in the City Fringe. On Tabernacle Street, Cowper Street, Singer Street, Paul Street, Willow Street, Ravey Street and Blackall Street, only walking, cycling and vehicles emitting under 75g/km of CO2 are allowed on weekdays from 7am to 10am and 4pm to 7pm. Petrol, diesel and older hybrid vehicles are caught by camera and sent a fixed penalty. The exemptions the council lists are residents and businesses with permits or off-street spaces, essential vehicles such as police and waste collection, and Blue Badge holders visiting a property in the zone. Removal vans are not on the list, so if either address is on one of those streets, plan the van's arrival and departure outside those hours and tell us when you book.

The ULEZ is separate: it covers every London borough, and our vans meet its standard, so no ULEZ charge is added. The Congestion Charge works differently: when one of the two addresses lies within that central zone during charging hours, we add the charge to your quote as a line of its own. London road charges for moving day has the details.

What an Islington move costs on our rate card#

The Islington figures here are rate-card guide prices, calculated the way our quote form does it. Each home starts with its suggested vehicle and crew; loading, unloading and driving time are added, the hours are rounded up to the half hour (and never fall below the vehicle's minimum), and the per-mile charge comes last. The 2-mile column is a move within Islington, and the 9-mile column a move across London, roughly the straight-line distance of the Highbury to Tooting job further down. We picked both distances as assumptions.

HomeVehicle and crewHours charged (2 miles)2 miles, within Islington9 miles, across London

3-bedroom home7.5 Tonne Lorry, 3 movers8 hr 30 min£1,534.80£1,551.60

Going from 2 to 9 miles adds £12.60 to the 1-bedroom flat and £16.80 to the 3-bedroom home. In Islington the bigger variable is the stairs. A 2-bedroom flat on a third floor with no lift adds £540 in stair time at that address: £10 per person, per flight, per hour, for 3 people, 6 flights and 3 hours of loading. How the stairs charge works has the full arithmetic, and a working lift that takes the furniture removes it.

These figures leave out stairs, dismantling, packing and evening or Sunday surcharges, which your written quote shows as separate lines, and any council fee, which you pay the council directly. For the quote form, see house removals in Islington; for moves anywhere in the capital, our London house removals page.

Islington moves we have booked before

The table lists real jobs from our records with an Islington area page at one end, anonymised to the area. Its prices date from our earlier pricing, which sold a fixed time slot instead of today's hourly rate card, so use them to see the vehicle, crew and time an Islington move took rather than as a price today. Distances are measured in a straight line from one postcode district to the other, so the drive is longer.

The pattern matches the borough. Most of these moves were a mile or a few miles, and the time went on handling, not driving. The Hackney to Islington move was 1 straight-line mile, yet it was booked as up to 4 hours in a Luton box van with 2 movers. At the small end, the Kentish Town to Archway job (boxes, a TV and a few items) was a Transit van with a driver only, booked for up to 2 hours.

The longer moves show the other side. The 1-bedroom flat from Highbury to Tooting crossed the river, 9 straight-line miles, and still fitted up to 3 hours. The move into Holloway came 40 miles from near Milton Keynes, with packing, 3 movers and a fixed price. For moves the other way, moving out of London covers longer distances.

Council tax in Islington#

Islington asks you to tell it you are moving if you move in, move out or move within the borough. Moving in or within, you can register the new address up to a month before or after the move. You need the address you are leaving, the new address, the move date, the names of anyone moving in with you, the landlord's or agent's name if you rent, and bank details if you want a Direct Debit. The council then posts a bill to the new address. Moving out, you give the same addresses and date, the landlord's name if you rented, and the names of anyone still living there, and the final bill goes to your new address close to the move date. Moving between London boroughs compares Islington's window with other councils'.

These are Islington's 2026/27 charges, including the adult social care precept and the Greater London Authority's share. The monthly figure is the council's own guide for a 12-month Direct Debit; without one, the bill is usually split over 10 months. The last column applies the single person discount: 25% off if you are the only adult aged 18 or over at the address.

Homes on Lloyd Square pay an extra garden area charge on top, which the council lists by band. Bands are based on the home's market value in 1991, and you can check a band by postcode on GOV.UK before you commit. If you have just become a council tax payer for the first time, or the home has recently been put in a band you disagree with, you can appeal on GOV.UK within 6 months of your first bill, and you keep paying while the appeal is considered. Discounts are not automatic: apply for the single person discount once your account is open.

Bins, bags and bulky items#

Islington's collections depend on the kind of building, and in the week of a move the packing waste has to follow the same rules. Find out which one your new home is before the first collection.

Free clear recycling bags come from libraries, several community centres and estate concierge offices, which the council lists in its container guide. Flattened cardboard from the move goes in mixed recycling; do removal companies supply boxes covers boxes and what to do with them afterwards.

For things you are not taking, Islington's bulky waste collection costs £10.82 an item with a minimum of £32.46, which covers up to 3 items, and a maximum of 10 items, £108.20, per collection. Two securely tied black sacks count as one item, nothing longer or taller than six feet is taken, and items go out at ground level at the front by 7am. Residents on Housing Benefit or Council Tax Support pay half. On a council-managed estate it is free: ask the caretaker or housing office where to leave items. Cancel at least 2 full working days ahead for a refund.

If the furniture is still usable, the council's reuse collection is cheaper: £16 for up to 3 items and £31.98 for the maximum of 6, usually within 3 to 4 days of booking. It does not take mattresses, cookers, fridges, freezers, washing machines or divan bases. The borough's Reuse and Recycling Centre is at 40 Hornsey Street, N7 8HU; a van or trailer visit is booked through the centre's own website. Our crews carry what is moving and nothing else, with no rubbish removal or waste clearance, so have the collection or Hornsey Street trip done before moving day and keep anything staying behind well apart.

An Islington moving timeline#

Working back from moving day

  1. Three weeks or more before

Fix the date once the written quote is in. Look at the kerb outside both addresses, the zone and any match day, and whether either address is on a ULEV street or an estate. Drivers should check the car-free list.

  2. At least 14 days before

If you need a guaranteed space, apply for a suspension, with the van's registration, and ask for 24-hour enforcement if you will load outside zone hours. On an estate, ask Housing Services for a temporary permit.

  3. Two weeks before

Book a bulky waste or reuse collection for anything not moving, and reserve the lift if the building has one.

  4. A week before

Register your new address for council tax, up to a month either side of the move. Decide whether the van needs a permission to park for breaks, and buy it on RingGo nearer the day.

  5. Moving day

Check the bays are clear and phone the enforcement contractor if they are not. Keep loading continuous on a yellow line or resident bay, and keep packing waste inside your building's collection rules.

  6. First week after

Update your permit address with proof of address and vehicle ownership, apply for the single person discount if it applies, and register to vote again.

Three of those steps need documents. To change a permit address, Islington wants one proof of address (a council tax, energy, water or landline bill from the last three months, a driving licence at the new address, a tenancy agreement, or a DWP letter from the last six months) and one proof of vehicle ownership (an insurance schedule, the V5 or a hire agreement). GOV.UK says you need to register to vote again after changing address, which usually takes about 5 minutes; updating council tax does not do it for you. And if you are leaving another council, it needs telling too: our London moving checklist puts the whole move in order.

Getting an Islington price#

An Islington quote turns on the kerb and the clock: whether the van can keep loading on a single yellow or needs a suspension booked 14 days ahead, whether either address is on a City Fringe ULEV street, and whether an Emirates match day brings extra zone controls. Tell us those, with the floor and lift at each end, through the quote form on our house removals in Islington page, or start from London house removals for a move across the capital. Weighing Islington against its neighbour? Our moving to Hackney guide covers the borough next door, where the yellow-line rule is a strict 40 minutes.

Frequently asked questions

Can a removal van park for free in Islington?
Often, yes. Islington lets a clearly branded removal or hire vehicle park on a single yellow line or in a resident bay for as long as needed, if loading is continuous and no other loading restriction applies. An unbranded vehicle gets the same only until 11am, then 40 minutes at a time. It does not reserve a space, and it does not apply on council estates.
How much is a parking suspension in Islington?
Residents pay £164.80 for the first day, for as many spaces as they need, then £62.25 per space on day two and £67.50 per space per day after that, with Sundays and bank holidays not counted from day two. Apply at least 14 days ahead, or 10 for pay-by-phone bays. A late request can carry a £100 fee and may be refused.
What if the removal van has to wait during the move?
Then the free rule no longer covers it, because loading must be continuous. Islington says to buy a permission to park and use a bay, not a yellow line. It costs £33.30 a day plus a surcharge of £10.75 for diesel or £5.65 for petrol, and it cannot be refunded.
Can I get a parking permit for a new-build flat in Islington?
No, unless you hold a Blue Badge. Every home built since 2013 is car free, including flats made by converting or splitting an older house. The council's car-free list, 17,092 addresses in June 2026, shows whether a particular flat is on it.
How much does it cost to move house in Islington?
On our rate card, a 1-bedroom flat moved 2 miles within Islington comes to about £453.60 and a 2-bedroom flat about £1,044 from the ground floor, before dismantling, packing or surcharges. On a third floor with no lift, the 2-bedroom flat picks up £540 of stair time. Your Islington quote then follows your own inventory, the kerb outside and the stairs or lift at each end.
